The Education Center for St. Paul Church contains 6,282 SF, with eight classrooms for youth education, along with support, and MEP spaces. Project concept development began with a thorough analysis of the parish property, a campus of multiple buildings dating from the 1830s on a hill overlooking historic Ellicott City, Maryland.

Penza Bailey Architects assessed buildings and grounds campus-wide to cure code deficiencies. Programming studies determined "best use" scenarios and a Master Plan for future growth, including a new LEED certified education center.
